At the St. Charles County Council Meeting on Monday July 12, a public hearing was held concerning the county’s Community Development Block Grant (CDBG) program, which is sponsored by the St. Charles Urban County, a co-operative arrangement for the cities of St. Charles, St. Peters, Cottleville, Weldon Spring, Lake Saint Louis, Wentzville, New Melle, St. Paul, and unincorporated St. Charles County, with Dardenne Prairie scheduled to join soon. The arrangement allows the county to collectively receive CDBG funds directly from the U.S. Department of Housing and Urban Development, commonly known as HUD.
The St. Charles Urban County group has accepted a grant from HUD to conduct a CDBG program to provide transportation for necessary medical, shopping and other essential services to underserved residents. In addition to this program, the group has a Homeownership Assistance Program that will offer no-interest down payments for low-to-middle income first-time homebuyers within the district. Finally, the group is working to administer a program that will provide repair assistance to low-to-moderate income residents within its participating jurisdictions.
Thompson said the program is dealing with unforeseen circumstances, such as the unexpected rise in housing costs but expressed a hope that such difficulties will be temporary in nature.
The proposed bill (No. 4979) concerning the submission and expected acceptance of CDBG funds with total allotment of costs of $1,122,662 will come before the council for futher debate on Monday, July 26.
