Lake St. Louis Boulevard extension design services approved

At their June 24 meeting, the O’Fallon City Council passed a resolution by a vote of 10-0 approving a contract with Horner & Shifrin, LLC for design services related to the Lake St. Louis Boulevard Phase 3 Project for an amount not to exceed $245,523.

The project will construct the next section of Lake St. Louis Boulevard between Paul Renaud Boulevard and Laurel Willow Drive. It also will provide a north/south connection between Hwy. N and Hwy. DD once the St. Charles County phase is constructed. 

The project will be designed this year with right-of-way negotiations to follow in 2022 if needed.  This roadway is going in a dedicated right-of-way corridor between Shady Creek subdivision and Preston Woods subdivision.  This will be a completely new pavement. 

Design will include survey of existing conditions, environmental study (if needed), storm water quality compliance, roadway design, Americans with Disabilities Act (ADA) design, and shared-use path.

City staff had conducted a request for qualifications process and a review of five consultant submittals. They used the Brooks Act for consultant selection for the review, using the same criteria that is used for Missouri Department of Transportation consultant selection. Horner & Shifrin, a St. Louis-based local civil engineering firm with several local offices, was then selected for the project.

The group has handled a similar project in the city of Wentzville, which was David Hoekel Parkway.  That project also had sections managed by the city of Wentzville and sections managed by St. Charles County.
