An applicant has proposed opening Scooter’s Coffee, a drive-thru-only coffee shop, to be at 411 S. Main St. in downtown O’Fallon. There would be no indoor or walk-up service. Its menu would include coffee, smoothies and breakfast items.
Hours of operation would be 6 a.m.-7 p.m. daily.
The currently vacant building has an eye care center to the north, a Jack in the Box to the south, and a senior residential community to the west. In recent years, the building had housed a community donation center, a pharmacy and an instant oil change business.
The Planning and Zoning Commission (P&Z) has recommended approval, with a condition of specified maximum decibel levels for the order facility and other outdoor speakers.
The applicant has requested a conditional use permit (CUP) to open and operate the business. Authorization of the CUP has been proposed with Bill No. 7307, sponsored by Ward 5 council members Debbie Cook and Katie Gatewood.
The bill was given a public hearing and first reading at the April 8 council meeting. If normal process and timing are followed, the bill will receive a second reading and vote for passage at the April 22 council meeting.
