O’Fallon drives toward road improvements

The Winghaven Boulevard Road Improvement Project, Bill No. 7176, sponsored by Ward 3 council members Dale Kling and Nathan Bibb, was approved at the Feb. 27 City Council meeting by a vote of 10-0. 

The bill authorizes improvements to Winghaven Boulevard from Route N on the north to Hammack Drive on the south. Improvements include resurfacing of Winghaven Boulevard and upgrades to help the intersections meet requirements of the federal Americans with Disabilities Act [ADA]. The council previously had approved a funding agreement with the Missouri Department of Transportation [MoDOT].

Additionally, a cost-share agreement for Phase 2 of the I-70 One Way Outer Road Project – Woodlawn Avenue to Hwy. K, was given a first reading at the council meeting. 

Bill No. 7175, sponsored by Mayor Bill Hennessy, would authorize entering into a cost-share agreement between O’Fallon and the Missouri Highways and Transportation Commission for use of the MoDOT Cost Share Program to fund the project. The city already has secured $1,991,290 in St. Charles County Road Board funds. The cost-sharing agreement would provide an additional $1,096,503 to the project, for a total of $3,087,793.  Total estimated cost of the Phase 2 project is $4,814,739. The city will pursue additional funding if any becomes available.

Also, an engineering contract for Hwy. DD road improvements directly associated with the Streets of Caledonia development was approved on feb. 27.

Resolution 02-27-2020A was approved by a vote of 10-0.  It approves an engineering design services and construction materials testing contract with M Engineering, Inc., dba Cochran Engineering, with a cost not to exceed $320,352.66. The project is part of the broader Caledonia/DD road improvements project. It is being funded from multiple sources: County Road Board, 50%; MoDOT, 25%; Caledonia developer, 12.5% and O’Fallon, 12.5%.
