The property in question currently is being used as a private residence. The property is a St. Charles County unincorporated “island” completely surrounded by properties within the city of Dardenne Prairie’s C-3/Retail Commercial District.
Dardenne Prairie is opposed to the rezoning application because it conflicts with the city’s vision for Technology Drive as retail development. City officials have said that the size and scale of such developments, growth and changes will be expected to closely follow the city’s Comprehensive Plan in order to ensure a well-designed, attractive and integrated development. They have said approval of the rezoning will not promote the highest and best use of the property or the orderly and effective growth of nearby retail uses.
The resolution filing was done prior to the county’s consideration of the rezoning request. So, per county statutes, approval of the rezoning request now requires affirmative votes from five of the county’s seven Planning and Zoning commissioners instead of four.
